Born and raised in Wairoa, Northern Hawke’s Bay, Mark was educated at Auckland Grammar School, Wairoa College and Auckland University, graduating in 1988 with an LLB.
He joined Napier law firm Carlile Dowling straight from law school and joined the partnership in 1996 specialising in relationship property, child advocacy and immigration. A brief period of conveyancing and commercial work sparked an interest in business migration, and Mark left the firm to form Luscombe Legal in 2005 with particular focus on immigration and employment.
Mark specialises in all aspects of immigration law, including deportation hearings and Tribunal work. He is an adviser to numerous businesses across the country on the benefits of migrant recruitment, and travels overseas regularly to manage large-scale recruitments for the horticultural sector and special project consultancy.
A graduate of Massey University (BBS,1985) and Canterbury University (LLB, 1989) Jonathan has 25+ years of commercial and property law experience gained as senior solicitor at Scannell Hardy (Hastings) and associate at Sainsbury Logan & Williams (Napier).

An avid sports enthusiast, Jonathan represented Hawke’s Bay in men’s hockey for many years, and has continued to have an extensive involvement off the pitch as a trustee of the HB Artificial Surfaces Trust and a hockey coach at high school and representative levels.
Jonathan’s keen interest and ability in sport goes beyond the field, acting for a number of sports bodies – Central Football, HBS Bank Hawks, HB United Football and Napier Marist FC to name a few.
Born and raised in Hastings, Jane joined Luscombe Legal in November 2012 and is currently Jonathan Heaphy’s PA. Married with 2 children Jane has previously worked in the banking industry for 14 years after which she took time off to raise her family for 9 years.
A qualified legal executive, Jane previously worked as Jonathan’s legal secretary at Scannell Hardy before making the move to Luscombe Legal.
Lawan joined Luscombe Legal in November 2012. For the past five years she has been working as the official Thai Interpreter for the Hawke Bay District Heath Board, which sees her working in a myriad of situations including Hospitals , The Courts, Police, Law Firms and privately.
She was born in Northern Thailand and educated at Songkla Business Administration College as well as at Ramkhamhaeng University, where she majored in English. She also holds a NZ National Certificate in Health, Disability and Aged Support from the EIT in Hawkes’ Bay.
Working as an Interpreter has greatly helped Lawan understand about the many sensitive challenges people face in their lives and how important trust and confidentiality is.
Lawan is an avid gardener, with her specialty being glasshouse grown Thai Herbs and vegetables. She loves animals and birds and even has a small menagerie at home.
